Can we use flaps as ailerons?

A:

Theoretically, flaps could produce a difference in lift over the wings and roll the aircraft like ailerons. Practically, this is not possible, though. The problem with flaps is that the extend symmetrically across the wing, so the net effect in the roll axis is nothing. Even if we could extend flaps selectively across both wings, the amount of time it takes for flaps to extend and retract would make manuevering nearly impossible.
