Q:

What is an equilibrium yaw?

A:

When an airplane yaws, the rudder needs to be deflected, or the plane will keep spinning around and a round instead of making a smooth turn like you want it to do. You use the rudder to turn, but if it's not well deflected, your plane will look like a weather vane in a storm.

Equilibirum yaw is when the plane manages to deflect yaw and keep going in a sustained path.
