Q:

Why cant we use jet engines for short range missiles instead of rocket engines?

A:

Missles are completely destroyed after one use, and jet engines are costly to make, so it doesn't make sense to spend the money. Since there is no chance of re-use, a rocket engine is a lot more resonable. Some missiles, such as the Tomahawk (TLAM) missile, do use jet turbine engines. They are much more complex, and more expensive, so they are used much less often.
