It is easier to push an object through air than through water. This is because air is less dense than water. Since air is less dense this means there is less matter, or less "stuff", in a certain area of air than there is in a certain area of water. You can think of this by comparing walking through air versus walking in a swimming pool. It takes more energy to walk in a swimming pool!
