Q:

Is there any difference in the operation of a whirligig if the blades are pointed counter-clockwise vs. clockwise?

A:

A whirligig is effectively a propeller, a spinning wing that creates thrust. The direction the propeller blades spin only affects the direction in which thrust is created. A propeller creates thrust forward if it is spinning counterclockwise, as seen if you were standing in front of it. But, if it is spinning clockwise, a propeller creates thrust backward.
