The first paper rocket was actually a firework! Over a thousand years ago, somewhere between 600 and 900 AD, Chinese alchmists created the first firework by stuffing potassium nitrate, charcoal, sulfur (and a few other secret ingredients) into a bamboo tube. They later replaced the tube with a paper tube, as it was lighter and easier to control. Take a look at NASA's history of rockets.
