Q:

How does vortex velocity vary with the velocity of aircraft?

A:

A wing tip vortex is not just one speed: the speed at its core is highest, and then reduces as you move away from its center. The votex will become stronger as the plane increases its speed. We say that the strength of the vortex increases with the velocity, everything else being equal.
