Is it true that if you had two rockets that are head to head there would be no force acting on the rockets because the rockets are counter acting themselves?

Yes!
Just like two tug-of-war teams who are equally matched, if two rockets were pushing against each other with the same amount of force, then they would not go anywhere. This is Newton's first law of motion: if the forces cancel out, then there will be no motion.
