Would a propeller work better in a fluid with a greater density than air?

A:

A propeller meant to move in air will not work better in a fluid with a greater density than air. Propellers are designed for the medium they would be used in. A helicopter propeller will not work as well in water and a boat propeller will not work as well in air. A propeller’s features, such as its diameter, the width of its blades and how fast it rotates, would change based on where it's meant to work!
